Method
Encoding builds a module matrix from the payload and ECC level. Tests use deterministic vectors.
Assumptions
- Client-side encode via uqr where available.
- No paid QR service.
- Unicode payloads are supported within size limits.

No. Generation is local for these pilots.
Can I encode any language?
Yes within payload limits. Unicode is accepted.
